Terms of Service

Draft for legal review. These Terms govern your use of discover.az (the "Platform"), operated by discover.az OÜ, a company to be registered in Estonia ("we", "us").

1. What the Platform does

The Platform helps businesses discover, compare and contact technology vendors. Small and medium businesses can build a "tech stack" and ask vendors to contact them. Enterprise buyers can request proposals and run tenders. We are an intermediary: we are not a party to any agreement between a buyer and a vendor, and we do not sell, deliver or guarantee any vendor product.

2. Accounts

• You must provide accurate information and keep your credentials secure.
• Administrator and enterprise accounts must use two-factor authentication.
• You may not create multiple accounts to manipulate lead scoring, reviews or leaderboards.

3. Buyers

Using the Platform is free for buyers. When you submit a request, you authorise us to share the information you provide with the vendors you select or that we match, for quotation purposes only. You can see which vendors received your details.

4. Listings from public sources

Some listings are compiled from information that companies publish on their own websites and are marked "From public sources". They are informational, may be incomplete or out of date, and do not imply that the company endorses or participates in the Platform. Companies may claim, correct or remove such listings at any time.

5. Acceptable use

• No false, misleading or fraudulent requests, listings or reviews.
• No scraping, automated access or attempts to bypass security controls, rate limits or verification.
• No use of contact details obtained through the Platform for purposes other than the specific request.

6. Reviews and content

You are responsible for content you post. We may moderate, hide or remove content that breaches these Terms, in line with our moderation process (24 hours for severe violations, 7 days for minor issues).

7. Disputes between users

You may open a dispute within 30 days. We gather information from both sides and decide within 7 business days. Our decision concerns fees paid to the Platform only; contracts between buyers and vendors remain between them.

8. Liability

To the extent permitted by law, the Platform is provided "as is". We are not liable for vendor products, prices, performance or the outcome of any deal, or for indirect or consequential losses. Nothing in these Terms limits liability that cannot be limited by law.

9. Changes and termination

We may update these Terms with notice. We may suspend accounts that breach them. You can delete your account at any time from Account → Privacy.

10. Governing law

These Terms are governed by the laws of Estonia, without prejudice to mandatory consumer or local protections that apply to you.
